You have to go to Kiloude City and have a rematch with your rival first OP
Then you meet with Professor Sycamore in Anistart and get your Mega Ring upgraded
You'll get a call from Looker next time you visit Lumiose.

INSTRUCTIONS:

STEP 1: Go to Lumiose Station and get the train pass from the proffessor.
STEP 2: Ride the train to Kiloude City, fight one battle in the Battle Maison.
STEP 3: Go to the north of Kiloude City, and fight your Rival.
STEP 4: Fly to Anistar City and talk to the professor outside the Sundial.
STEP 5: Fly to Lumiose City and walk around til Looker calls you.
