So is this guy any good? I like the design and the moves it can learn. Thought it would work as a support. If it is any good what EV's should it have? Hp and Spd or maybe even Spa and Spd?

It's pretty shitty.
If you want a support fairy then Gardevoir, Togekiss and Sylveon are far superior choices.

If you want an offensive Fairy then Togekiss is marginally faster and has better Special Attack and Nasty Plot, and can also abuse Serene Grace.

If you want a special tank that counters dragons, go with M-Mawile. Seriously. Just a Careful nature and 16 SpD EVs and you're tanking Latios like it ain't shit.

If you want an offensive special attacker, Togekiss is your best bet. Use Galvantula too, Sticky Web is a godsend.
