Decided to test Freeze-Dry's chance of freezing since I was bored.
I made sure Freeze-Dry wouldn't OHKO the target and that they weren't immune to freeze (so no ice types or pokemon with magma armor). For the record they were wild pokemon at Victory Road.
Results: 29/100.
100 isn't a huge sample size, but it's fair to assume the freeze chance on this move is higher than the traditional 10%.
Looks like a new Scald is born. Shame it's limited to pretty awful pokemon.
