You could be very lucky and find a Ditto with perfect 31 in everything, just as you could with any other Pokémon anywhere else.
The Dittos are just more convenient in the Safari because you only need one extra perfect IV to have the optimal number combination (since you can only pass on 5 perfect IVs) which means you have a 1/32 chance of a 3 31-IV Ditto (and a 1/16 chance if you find 30 to be acceptable).
