So in the Battle Maison, my Mega-Alakazam with 31 Speed IV and full EV dedication just got outspeeded by a Weavile that obviously wasn't scarfed.

I'm not mathemagician, but I'm pretty confident 150 base speed > 125. What gives?

if alakazam was modest, weaville was jolly and serebii was wrong about alakazams speed by 10, it could've happened.

That seems like the only legitimate answer. Alakazam is Modest, but he should still be faster if 150 is true.
