That's why he's got Flying Press, Bounce, and Fly (which translated directly from Japanese is "Big Jump" or some such shit.). They're all jump moves, not actual flying moves.
His wings are purely for spectacle. Think Nacho Libre when he dons the mark of the Eagle and flies off the stage wearing only his cape and honour. It's just like that. He flies by spirit, not by muscle.
