Mine was a bit mediocre too until I evolved it. It didn't deal much damage and it couldn't take a hit. But once it gets Thunderbolt and evolves mine outsped and 1HKO'd everything.

Just wait for it to evolve.
Grass knot, surf and t-bolt and that speed.
If it had just one more good coverage moveI'm currentl trying to see what egg moves it can get it'd be amazing.

What does a final movelist with Heliolisk look like?

I'm running Parabolic Charge, Thunderbolt, Rain Dance, and Surf (with Dry Skin). It's still pretty weak - even at level 42. Should I just evolve it?

Fire only does 1.5x for a nice immunity to Water that can be used to heal if you know when to switch.
