I was told that you can pass HA as long as one parent has the HA you want (that isn't Ditto).

Like, Protean Froakie and Ditto can spawn both Torrent and Protean Froakie.

That is correct i did it myself.
Bulletproof Chespn + Ditto = Bulletproof Chespin.
Didn't get any HA with 2 chespins where HA was on the male though.

Good is an understatement. It's a fucking DRAGON with a 50% boost to Meteor. And Sludge Wave to demolish Fairies.

If this is true, expect this guy to be the PREMIER Dragon of this generation, as one that has more power than Latios and doesn't give two shits about Fairies (which wall every other Dragon).
