I honestly rely on hordes + power item + pokerus.

HP: Whismurs in Connecting Cave
Attack: Axew in Connecting Cave
Sp. Attack: Roselia/Psyduck in Route 7
Speed: Zubat in Connecting Cave
Sp. Def: Hoppip in Route 7

With one area of effect move (e.g. Surf, EQ) you can get 50 EVs immediately.

I use an Ivysaur with Sweet Scent to make horde-searching quicker.
