X and Y have had the most legendaries of any generation ever -- if you consider megas to be legendaries. Which they pretty much are, if you glance at their BSTs and consider many have unique abilities.
In-fact, megas are better than legendaries, they're basically their own kind of rule - you're allowed to transform one of your pokemon into a legendary per battle. That kind of rule lets people utilize legendaries in a fair kind of way. If such a rule existed for shit like Mewtwo (ie, you can't have Mewtwo and Kyogre on your team, just either/or), you wouldn't even see an 'uber tier'. Ubers wouldn't be considering a class of pokemon above the rest, just spice for the regular team composition.
