What level does Lapras evolve at? Or do I need to use a Water Stone?

Also, does anyone with Y have a spare Mega stone for her?

I don't have much to trade for the stone, but I have random foreign Pokemon I got from Wonder Trade.

You need to get her to max affection (in Amie) and max friendliness, and then you need to get her to lvl50.

THEN, you need to go to the PC and release her. This will trigger a cutscene where she looks really sad, but then evolves and it then prompts you "Do you really want to release Lapras?"

Yeah, just get her to max friendliness, go to the PC and release.

If it doesn't work, just save your game, reset it, and it should start up with the dialogue text.
