After that, just start casting your reels into the water and battle/catch/run from the Pokemon you see. Successfully doing so builds up a chain.
The topic starter tested this out after talking to the fisherman on Route 16 that gives you Dive Balls for catching fish. The npc in question mentions needing to fish where there are obstacles like land edges or rocks, but the topic starter isn't too clear on the exact circumstances yet.
