Not OP, but it isn't really a waste. Go into a horde battle against Roggenrolas with a mon that has Frisk.

They usually either have Hard Stones or Everstones.

OP does realize there is a glitch in Gen VI where if a Kadabra is traded while it is holding an Everstone, it will still evolve into Alakazam.

It's not like it really matters; they're even slightly better off than they were before the trade because they have an everstone and now they can just put the kadabra back up to trade.
