Every route has a impassible barrier till the game is ready for you to progress. In Gen 1, after you got the pokeflute, 50% of the map opened up to you. So I prefer "The Gymleader isn't here right now" story guidance to "You can't leave the town because the power is out" barriers. If you feel like exploring a route and catching pokemon right now, too bad. You have to fight a gym leader. Fuck that.
