I'm betting there is a good chance Game Freak will do a Mew distribution at some point this gen. X&Y seem to have a focus on allowing people to capture a huge array of Pokemon without going through too much bullshit. The majority of the Pokemon are already obtainable and the PokeBank hasn't even opened yet.
