I've never had sweet scent not trigger a horde and I've EV trained a full team through hordes so, either I'm super lucky or sweet scent guarantees a horde.

Sweet scent seems to be 100%. Did 2 hours in hordes (was trying for shiny mareep) and not a single fail. (Ran through 20 earthquakes, 20 rockslides, and like 7 surfs before giving up)

It doesn't work while it's raining however,
