So, I've been thinking of using this set for muh panda bro:

Pangoro @ Choice Scarf
Nature: Jolly (+Spe-SpA)
Ability: Scrappy
- Parting Shot
- Crunch
- Poison Jab
- Stone Edge

It's supposed to be unexpected, and to parting-shot 90% of the time (until late game or something when I have to finish a sweep, revenge kill or something).

Considering the abysmal speed of this thing, should I still go 252 hp / 252 atk / 4 spe (getting more survivability and hoping choice scarf will be enough) or should I go full 252 atk / 252 spe / 4 hp?

With nothing invested into speed you wont even outspeed base 90 speed pokemon with EV investments, you are wasting your time if you dont put anything into speed.

Speed is basically the most important stat in the game for an attacking pokemon. Speed is everything. Especially for a pivot using u-turn/volt turn/parting shot. Speed all the way man.

I wanted to make use of pangoro myself. Parting shot sounds very useful as a support move.

With a jolly nature, max speed EVs, and a scarf. He comes out to 393 speed.

For reference, that is 1 speed lower than a base 130 speed pokemon (mewtwo, crobat) with a +speed nature. and maxed speed EVs. (They have 394 speed).

Isn't Pangoro's base speed 58? He'd hit 354 in that case, which is faster than stuff like Timid Gengar and Tornadus.

A STAB Fighting attack is a much better option than Poison Jab even if it means your Panda cannot break through Fairies.

Why don't you go for iron fist? Does hammer arm get a boost from iron fist? If so just go iron fist and some elemental punches for coverage.

I don't know, I've seen 70 listed in some smogon threads, 58 may be legit though. Which as you said still outspeeds base 110 pokemon with a +speed nature.

Hammer Arm boost get the boost but I've seen a thread on Smogon where they couldn't give him Mach Punch, Drain Punch, Sucker Punch or the elemental punches as egg moves.

That's based off early speculation I'm guessing, some of which had Delphox at 105-110 base speed when it was 104.

It barely gets anything. Power Up Punch, Comet Punch, Sky Uppercut and Hammer Arm. There are his punches.
