My Saya wants to fuck things up.
what's the best setup?

I thought about going Calm, HP & Sp.D EV&IVs with Hydration, substitute, Toxin and Raindance.

See, I think Gooey is still the way to go if you've got it. Frees up that Rain Dance slot for something super annoying, like Rest.
