Getting a perfect IV in the stat you want is easy enough, just get a bunch of Safari Dittos, the EV Training items from the Maison, and there you go. Getting two perfect IVs is just as easy, but you miss out on the ability to control Natures - any safari pokemon can be Synchroed and grinded until you get the right nature and two IVs, too.
Perfect IVs is for those who want to minmax to the extreme, and involves alot of chain breeding with Destiny Knot, gradually decreasing the chance of bad IVs over time until the perfect IV pokemon is near guaranteed, though RNG is obviously involved.
So yeah, it's time consuming, but way more accessible and less wasteful on time than in previous generations.
