Pokemon Diamond! Help!

I'm trying to get into Sunyshore city in Pokemon Diamond for Nintendo DS. I cant get in because there's this guy not letting me in. I was told, I had to go to Acuity Lake, but nothing's there. I have 7 out of the 8 badges. Help please.
