Wait, I'm confused. Does Ev training affect the Pokemon before level 100? Is there any point to Ev training if I don't intend to play online?

Pic related is the formula for all stats other than HP. HP one is a bit different but mostly the same too.

EVs do have a noticable difference before Lv. 100, which scales with the level.
