Old Rod. Look for Luvdisc in the Coast section. Carry Thief in some mon and that's it.

Also I think Compoundeye increases item chances, since Heartscales aren't guaranteed.
Best solution is go to Rt. 8, use sweet scent for a hoard of Yanma, catch one that isn't using Speed Boost, teach it Thief, and lead with it while fishing.
