That's what the other guy said. You have to have one a battle at the Battle Maison and fight the rival in Kiloude City (he gives you Absolite at this point). Then you go to Anistar, talk to the professor at the monument and upgrade your mega ring.

After that, the stones will appear between 8 and 9 pm.
