I am fighting a Rotom from a trash bin in the Lost Hotel.

It's shiny.

It used Substitute on the first turn. I don't quite know how Substitute works unfortunately.

What do?

Break the substitutes until it's in red health, it can't kill itself since substitute fails at less then 26% health. Then just chuck Dusk Balls like crazy

How does someone proc the Rotom fight?

Just getting lucky searching for shaking trash bins or is there something more?

I think if you go to Lost Hotel on a Tuesday there's a chance a shaking bin will have a Rotom
