The steel jaws are really horns that have been transformed. I don't think it has a tongue, nor is it actually capable of "eating" anything beyond chewing whatever it bites. Mawile's real mouth is on its face. I imagine in the wild it uses its horns to capture prey and hold it in front of its mouth to eat, perhaps chewing it up first into a slurry for her to gulp down.
