I think his point is "moves" to kind of teach young players that there is more to pokemon than just hitting putting all attack moves on (like Fly, Bravebird, Wing attack, and gust on one pokemon) that you actually need a bit of stratagy, for example his Corpish uses Swords dance which shows that you get a bit of an edge setting up.

Of course for vet players we don't see this, but for newbies and kids it allows you to understand a few core things about fighting.
