U-turn and the like function like baton pass.

Baton pass is made into a normal type version of these moves in terms of damage.

Correction it lets you swap between abilities outside of battle. So yeah you can switch if you want but pokemon very rarely have two decent abilities and you usally want to have a moveset that takes advantage of their best one. It's just a quality of life improvement since if you have a really good mon with the wrong ability (Say a perfect IV Scyther with Swarm) you can switch it instead of it being useless.

-This wouldn't effect OU but it would still be nuts. Quick Powder works post transformation as well
