Perma-rain + Swift Swim does not an OP make.
Kingdra just happens to be the best Swift Swimmer in the game. What it lacks for in power (which it does, Kingdra only became viable with the release of Life Orb/Specs) it makes up for in versatility and solid (if not great) stats/coverage for what it does.
Yes, it isn't a top tier Dragon, but that's because Smogon has effectively banned it from the one niche it excels above all others in: rain.
Still, it's a very solid mon overall. OP? Nah, but solid. I'm hoping to see Drizzle + Kingdra again in Gen 6, but not 100% how usable damp rock rain teams will be.
