Good point.
Also, they have never done anything particularly despicable. I think the continued harassment is just habitual and kind of their way of keeping in touch because Team Rocket understands that Ash's friends aren't very constant except Pikachu who they constantly steal to remind Ash of how important his closest friend is.

Because Ash knows Team Rocket's only purpose in life is to catch his Pikachu. He knows that without that, they will have nothing and will most likely kill themselves. He feels sorry for them and they don't pose a real threat so he just wants to keep them happy.

Also, they help him out every now and then
