I don't even remember Galactic's exterior motive, only what Cyrus was really planning to do. Sure, Plasma's real leader was just Pokémon Stalin, but the Plasma that followed N had a goal that, in light of its true leader's max power Frustration Hydreigon in B2/W2, really does need to have its underlying argument (that the welfare of domestic Pokémon is insufficiently protected) discussed.

I don't share the esteem a lot of you have for common criminals with no ambition beyond "make money". If I wanted characters motivated solely by greed, I'd play Grand Theft Auto. As I said, I don't even remember what Galactic's front motivation was, which makes them even worse as a team than Magma and Aqua. Still, whatever it was, it couldn't have been as stupid as Flare's motivation, nor as mundane as Rocket's.
Bosses:
Cyrus > Lysandre > Ghetsis > Archie > Maxie > Giovanni
Cyrus is my favorite for one reason: alone out of all the criminal bosses, Cyrus put forth a plan for legitimately improving the world and argued it in a sane, reasonable manner. Or at least as sane and reasonable a manner as you can argue for the plan of destroying the world and replacing it with a silent, spiritless one. Lysandre had a plan along the same lines, but he was in a game that wasn't as good as Platinum. Ghetsis was just a sociopathic narcissist with a sadistic streak wider than Castelia City, but I have to admire how far he went with his plans, and how successful they were before the player showed up to fuck him over. Archie and Maxie at least had goals, as stupid as they were; Archie gets a slight advantage because there could still be life on an ocean world, while a completely dry desert world wouldn't be so hospitable. Giovanni was a common crook, and while I like mob movies as much as the next guy, fantastic worlds deserve fantastic villains, which Giovanni just wasn't.
