Are all one-stage Pokemon shit, or did I just pick an especially shitty one to try them out with?

Pic related. I love the design/concept/typing of this thing, but I was cometely overwhelmed by how bad it was. Like, unusable even for an in-game playthrough bad.

I used to be an advocate for the idea that not every Pokemon needs to evolve to be cool, but if the ones that don't are all like this, I might have to change my tune.
