Milotic hasn't been in the top 100 of winning pokemon in wifi for the 4 past weeks, and only ranked 71 for most used pokemon in battles (free+ranked battles), according to digipoke.
Also, it isn't in the top 30 of most traded, researched, or used pokemon in the global link ranking.
Since it is not used much, and has a shitty ranking as winning pokemon, this shows that people don't like Milotic and that it is not the GREATEST overall pokemon in terms of design and competitive worth.
Now you can try to argue and prove that all those stats are shit or don't mean anything, or that majority doesn't decide if a design is good or bad.
