Which is the better option? Protecting yourself to stall for wish and toxic or cutting the foes attack? Which would you recommend?

Moves that lower your opponent's stats are almost never useful. You lower them, take them out, then what? Now you have a new opponent without those decreases. Either that or they just switch out. It's a waste of time to setup for something that will never last.

Foul play is ideal but there are no tutors unfortunately. And yeah given Umbreons meh speed Payback makes more sense since the double damage will outdo DP and I wont get the flinch on DP. Good point, I'll change that.
