Roost? Hurricane?
It's currently running Quiver Dance, Fiery Dance, and Bug Buzz with maxed SpA and Speed.

Can you make a pokemon hold a TM in something like Ruby/FR/Platinum/SS and then get it to B/W and then finally get it to X/Y thus having the TM? Does that work?

You can transfer pokemon holding items from Gen III to Gen IV (I've done it), but you can't transfer pokemon holding items from Gen IV to Gen V, and the Pokebank automatically unequips any item your pokemon is holding when they're put into it from a Gen V game, preventing items from there to go into Gen VI.
