Out of these 5 stats it randomly picks one from each parent. You are trying to breed two parents with the same 2 perfect IVs. At best you will get both of those passed down and 3 of the random non-perfect stats from either parent. You need to take a ditto or another froakie with different perfect IVs. As in NOT HP or SpA. Then Destiny Knot gives you a shot to, at best, get a Froakie with all of those perfect IVs. When you get a Froakie with 3 Perfect IVs, make him hold the everstone, and either get another ditto or another 3 perfect IV froakie. Then when you get 4, and etc.
Technically you have a chance of getting all perfect as soon as you have 2 breeders with all perfect IVs between them (i.e; One Froakie with HP, DEF, ATK and another with SpA, SpD, Spe). But the more perfect IVs the parents share the more likely it will be that those perfect IVs will be passed down. So if Destiny Knot chooses speed to pass down, and both your parents have perfect speed, then you get perfect speed.
tl;dr Get Dittos or Proakies with IVs that your current Froakie doesn't have, keep breeding for more and more perfect IVs until you get what you want.
