Does the mother have Sand Veil? Because that is most likely it.

Also Rough Skin is a hidden ability

Stone has no effect on ability passage.

Normal abilities have an 80% chance to pass down from the mommy.

Hidden abilities somewhere around 50%.

Abilities also have a 20% chance of passing from the pa. So, if you have a male Dugtrio with Sand Veil and a Female Dugtrio with Sand Veil, you will get babies with Sand Veil.

Gible only has one ability in addition to it's hidden ability.
So if you don't have a Rough Skin Gible in the first place you're gonna get 100% Sand Veil ones
