When the fuck are HMs going to be fixed?

Why not allow us to learn HM's as "overworld only" and not have it consume 1/4 of the move slots? Why not allow us to take along a couple extra pokemon who're not permitted in combat but who can use their skills to help us out?
Why not let us learn to swim/give us a whistle that can summon a flying pokemon/give us an axe/give us a robot rock shoving arm?
