Shadow Tag absolutely fucks over any chance of having anything be called a counter. To be able to counter, you must be able to reliably switch in, take a hit or two, and kill in return. Nothing can switch in due to Shadow Tag. You can have a ton of things that revenge kill, really easily in fact. The thing is pursuit weak, can't set up, and has to rely on a non-STAB 80 power move to hit its counters, usually with high defenses. But things like Scizor scoff at that entirely.

Not a counter, but it actually deals with Mega Blaziken decently. Resists both STABs, with decent defensive stats, and has Infiltrator to hit though Protects, along with STAB Air Slash. 125 speed Taunts help too.

why, you may ask? Good question. Bisharp snags a nice Steel typing, allowing him to switch into any poison move Gengar may carry to deal with fairies, a simple bait should work just fine. Secondly, Assault Vest, in addition to Bishap's Dark typing, allow him to Sponge up Shadow Balls like there's no fucking tomorrow. Thirdly, Gengar, while fast, is made of fucking paper; it's 60 Base Defense is more than enough for the 125 Base Attack Bisharp to slice up like a fucking watermelon in a Hideo Kojima game trailer. Fourthly, Bisharp owns an impressive movepool to deal with any of Gengar's tactics. Anything from STAB Sucker Punch to Psycho Cut to STAB Iron Head and beyond, Bisharp has FAR more than enough to deal with my almost-least-favorite-pokemon, Gengar.
Alternatively stick a choice scarf on that thing and Gengar will shit its pants faster than you know it.

Though I did realize something else: If we're talking about a gengar that's only running Gleam and Shadow Ball alone, then that means we're talking about SubDisable gengar, which shits all over your strategy for multiple reasons.
1, it sets up sub on first turn, then disables your move the second turn, so your pursuit would inevitably be disabled since you're trapped; or he switches out, only losing his sub to your pursuit.

Switch in on something that can't hurt it too much, sub and destroy. Sub also takes out sucker punches, but only scrubs try that. What usually ends up happening is I weaken everything a little bit and spam shadow ball to victory.

issues.It was actually paralyze that allowed the evasion to get bad and make me
miss.To be honest I felt as a player that I lost.Not some OP strategy.Although I understand banning it does make the game more fun and enjoyable.
