speed is also useless for that guy. he's a defender, not a speedster. check his stats, speed is his lowest

Make is Adamant, give it a spread of 4 HP, 252 Atk, and 252 Def and you're solid. As for the moves just do what works. Curse would be great since you won't be doing shit with speed.
