So is this guy competitively viable at all? If yes, what would be a good EV spread for it? Increase its massive defense or raise its tiny special?

Unfortunately it is terrible.
Base 184 defence means next to nothing when it takes 2x damage from almost every physical move in the game.
117 attack is pretty good, and it does get a pretty good decent movepool. It learns reover and rapid spin, although that doesn't mean much when it takes a quarter of its health off just switching in.
It also dies to just about any special attack.

Sorry OP, but as much as I like this guy I have to agree with >>15150348. The combination of him being a defensive Pokemon and his pure ice type really hurts him.

Would Filter be able to save this guy?
