You can do this kind of stuff with a Prankster user. Gengar is more of a glass cannon.
The probably most common set is
Substitute
Disable
Shadow Ball
Dazzling Gleam/Sludge Bomb

The second you use attract and succeed the persons gonna switch, Attract is the most annoying thing in the world.

I want to complete gimp my opponents pokemon so they can do jack shit.

Yeah, but why use Mega-Gengar for that? Prankster users have priority on that kind of stuff and are better defensively, like klefki for instance. Mega-Banette also has Prankster, a high attack stat for normal damage and, very noteworthy, priority Destiny Bond.

This would function better as a bulky set. I recommend dropping shadow ball for curse.

You toxic the enemy and then spam a combination of subtitute and protect. Thanks to Poison Heal, you will recover every 2 turns enough for another subtitute(I think you get like 1HP less than before, so nothing big). Earthquake for damage in free turns or enemies weak to it.

Stall decks like mill and burn decks are so fun.
Your opponent just sits there as they slowly get destroyed. From minor inconvenience it slowly builds up until they realize they'll lose in a few turns if they don't do anything then they start making desperate plays.
