Yes, it's considered poor form because Legendaries take little to no special training to utilize them. A bad legendary is still a good pokemon, they're meant to be over-powered. There's even a special bracket/tier for people who use these pokemon called "Uber".
I think there's just the fact that you can't get these pokemon until after or near beating the game, so it's clear nobody uses them for gym leaders or training up to the end.
