because he would be too damn OP,he alredy have one of the most higher defense stats of all water pokemon,if not the higest one(i´m not sure)give him the steel second type would turn him into a goddam tank,a goddam brick wall,and it wouldn´t be fair for other pokemons,sadly,i would love it though
