Goomy shouldn't have been pure dragon, he should start off as a poison pokémon then become a poison/dragon.

It feels like GF didn't want to have two poison/dragon, and since they already had Dragalge they ripped Goodra out of its typing.

Looks like an 80's children's animator was trying too hard to make something cute, and ended up with something terrible instead. Also it has a slime neckbeard.
