Hyper Beam is the only special normal attack she can learn with a decent BP, sadly.

Pixilate and the other abilities like it add a 30% boost. Hyper Voice on Mega Gardy becomes pretty much as strong as STAB Moonblast and bypasses Subs.

They have slightly different functions, but similar power. Hyper Voice can hit through Substitute, though.

Hyper Voice becomes ~120 BP before STAB. It bypasses Subs and hits both enemies in Doubles. That's pretty insane.

Hopefully Gardevoir gets access to other normal-special moves either through breeding or tutor when we get Z so its ability can be used to the fullest.

Hyper Beam is nice as a revenge killer and Hyper Voice is good for sub breaking and Doubles....but Its seems underwhelming on a Sp.Atk monster that has access to Thunderbolt, Energy Ball, Shadow Ball, Focus Blast, Moonblast and Psychic.
