People misquote him as saying he'd never allow DLC, while he technically said he'd never allow F2P. Nevertheless, his attitude is one that the game should be offered in a complete form from the get-go, so it's unlikely there's a secret alternate region waiting on the cartridge.
When the leaks were first coming out, I was one of the only people to push hard that there were 70 Pokemon only because the initial source posted several other corroborated details. Pretty much every single person who responded to me insisted the info was fake, kept trying to find inconsistencies, etc. They categorically misrepresented the original post and the poster, trying to convince themselves that if one detail was flawed, the whole story was bogus. It was like a defense mechanism to avoid disappointment.
When the figure was revealed as spot-on, most accepted it, but a few started coming up with rationalizations for why GF clearly must have been hiding something from us. There was talk of DLC, the leaks being an elaborate ruse to keep the element of surprise on release (this was mostly ironic), and so on.
Then when the backpacker was first shown, people were certain he was referring to Hoenn. What with all the other Hoenn references, it seemed incontrovertible. Even I was kind of sure this was the only good conclusion.
Then it was revealed that he wasn't talking about any previous region, and steadily we've seen a resurgence of the conspiracy theories from before.
The solution with the fewest assumptions is that the souvenir is a mysterious easter egg. I think a new region instead of just Kalos 1.1 would be awesome, but it's very, very unlikely.
