Stats scale with level dynamically, so the differences between lv50 and 100 are few.

There are some, however. Minor stat point differences to outspeed certain key threats, as well as 97 base HP being able to make seismic toss-unbreakable substitutes at level 50, but base 100 is required at 100.

So yes you still need to werk

There isn't any point in giving a frail sp attacker IVs in attack which it would never use, and defensive IVs that wouldn't help it from getting OHKO'd anyway.
