I think the Safari locks it at 2 for everything. Don't remember getting anything with 3 perfect IVs out of there yet. You might be better off just chaining a million of them in the village.

Gen VI chaining is literally this easy
There aren't special rules like there were in Gen IV
Hell you can even be riskier than this sometimes but if you follow these steps you'll get 30+ easily

You just have to look at your 3DS from while to while and press B. The flying takes like 5 seconds
