A Friend Safari's 3rd pokemon requires that specific friend to be online and playing pokemon X/Y

Ditto is usually on the 3rd slot.

So you'll need someone who plays at the same time you usually do.

It's actually been proven to be exclusively the third slot, so the guys have to be online AND beaten the E4 to get it to show, assuming they aren't full of bull like OP's post makes it sound like.
