Just beat up Graveler in Victory Road. There is no other place to grind, on of the many flaws that crappy gen has.

Just go to Victory Road. If you need to grind now, you'll be fucked for Red.

You'll gain like 3 levels in Kanto on a full team.

To beat the elite 4 you grind the elite 4. Beating 2-3 usually nets you more money then you lose due to black out. They give a lot of Exp compared to any other repeatable trainer or wild Poke.
